A mission connected with church

Since twenty years, French episcopate has put on teams which don’t belong to the church’s clergy, in order to fulfill the missions instead of the priests. These people sign a mission contract where their duties, their role, and their charge connected with the church in the community are stipulated. Who are these people? How can they take the place of the priests? And so, what are their relations with the priests?
